Strategic Model for Strengthening Fixed Asset Management in an Effort to Optimize the Utilization of Regional Assets
Abstract
This study aims to analyze a strategic model of fixed asset management in an effort to optimize asset utilization at the Regional Financial and Asset Management Agency (BPKAD) of Bengkalis Regency. The research focuses on issues related to administrative disorder, weak asset legality, lack of supervision, and the existence of regional assets that have not been optimally utilized. This research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. The results indicate that fixed asset management at BPKAD Bengkalis still faces challenges in the areas of inventory, legal audit, valuation, supervision, and control. Limitations in information systems, the absence of standardized operating procedures (SOPs), and weak coordination among regional apparatuses are identified as major obstacles to optimizing asset utilization. This study proposes a model for strengthening asset management based on the integration of inventory systems, legal auditing, and technology-based supervision to enhance the effectiveness and economic value of regional fixed assets.
